Property owners are "voted" out of their property rights- Warning to West Marin

In Alameda County, citizens voted development limits on rural property called Measure D.  In this video, the speaker challenges the concept that an "inalienable right guarenteed by the Constitution" can be voted away. The supervisor defended the vote.   What right does Oakland have to vote away property rights of Livermore property owner.   West Marin and rural landowners in the Bay Area are warned.  They are outside the "urban growth boundary" and you may have your property rights severely impacted.
