What is the "Bedroom Tax" ?

In England, affordable housing, known as "council housing", encourages people to move into smaller homes by charging fines for "under occupied" homes. This is the bedroom tax. One imagines such "market approaches" could be applied in the future to encourage seniors to move out of their "oversized" large homes. See related article HERE.
