If you haven't been to a public meeting recently, you are in for a surprise. The political and bureaucratic class has learned how to quell dissent and appear to manufacture "consensus" utilizing the "Delphi Technique" described in this short video. Recent county meetings on Marin County Pensions and the Bay Area Plan are two examples where this technique was used. It is pretty amazing manipulation of the public and highly effective.
